Do I need permission for a fence?
Requirements depend on the municipality, detailed plan, fence location and excavation. Harku Municipality, for example, states that a construction notice and design are required for a fence and gate. Tallinn directs owners to check Annex 1 of the Building Code and submit any notice or permit through the Building Register. Utilities and local planning conditions must also be checked before drilling post holes.
